Mission
PCAL was created to provide Members with a strategy to achieve the lowest long-term cost for their casualty coverage via multi-year agreements, rate and coverage stability, proactive loss prevention and cash dividends.

Strength
PCAL provides multi-year risk management solutions for Louisiana schools. PCAL is supported by leaders in school risk management serving more than 4,000 schools in the U.S., and backed by A rated carriers who understand the needs of Louisiana school.

Governance
PCAL is a member owned-and-governed program. Member schools elect a four-Member Board of their peers to provide governance ensuring the program is consistently aligned with the best interests of Members.

Non-Profit
PCAL’s non-profit status ensures that any program funds not necessary for program operations are dispersed to Members via cash dividends. Since program inception PCAL has returned over $1,800,000 in cash dividends to Louisiana classrooms.

Interlocal
Formed under the Local Governmental Subdivision Self Insurance Act, the PCAL Interlocal Agreement enables Members to benefit from cost saving multi-year agreements while meeting purchasing requirements.

Facility Surveys
The PCAL risk assessment team will perform on-site safety inspections of all buildings. The inspection includes a review of safety policies and procedures for situations such as fire and lockdowns. By alerting Members of potential risks, PCAL helps reduce claims and ultimately lower costs for all Members.
